obstacles to managing scrub:
Short-staffed, therefore not all management is completed in a timely manner and/or during appropriate time of year. Pine regeneration in scrub habitat from adjacent plantations. Not being able to obtain burn permits during the growing season. Where habitat overlaps, having to manage some ares for both RCWs and FSJs.
